GEORGIA — Amid what has reportedly been a nightmare of mail delays for some residents, Georgia rounded out this year's second quarter as the worst state for two-day delivery, data shows.

This comes months after the United States Postal Service consolidated four facilities into one in February in Palmetto as part of its 10-year Delivering for America plan, which has reportedly caused a plethora of mail delays and service disruptions for residents.

In its quarterly service performance report, the Postal Service placed Georgia in last place nationwide. The Peach State garnered a score of 63.70 behind Wisconsin, Virginia and Illinois.

California, Pennsylvania and New York bested Georgia with total scores in the 90s.

To measure performance, the Postal Service looked at collection and delivery points from in-process machine scans to the estimated total transit for mail. The transit time is then compared against the standards of single-piece first-class mail to secure an on-time mail delivery percentage, the Postal Service said.

The national two-day on-time average was 86.8 percent, which the Postal Service said is a 4.1 point decrease over the same period last year.

In February, Georgia reached an 81 percent on-time rate; however, by March, the state took the plunge to 42 percent, Fox 5 Atlanta reported.

U.S. Postmaster General Louis DeJoy is spearheading Delivering for America, which seems to have led to issues in Georgia and prompted a number of "fed-up" leaders and residents, according to Georgia Public Broadcasting.

Delays have included save-the-date invitations getting to guests and absentee ballots for the May primary getting to elections offices, GPB reported.

Residents have also had delays in receiving their tax returns since the consolidation, Fox 5 Atlanta reported.

Concerns regarding the Palmetto plant have reached U.S. Sen. Jon Ossoff, a Democrat who represents Georgia.

In May, Ossoff criticized DeJoy's "failure to provide requested updates regarding on-time mail delivery for Georgia families and businesses."

“Postmaster General DeJoy’s refusal to cooperate with basic Senate oversight is baffling and disturbing," Ossoff said in a statement. "It suggests that in addition to being incompetent at delivering the mail on time, he doesn’t care about the Georgians in distress as a result of his incompetence. Prescriptions aren’t arriving. Bills aren’t getting paid. Ballots aren’t getting counted. I will continue fighting for the Georgians suffering from the Postmaster General’s failure. Further updates to come.”

During a past committee hearing in Washington, D.C., Ossoff questioned DeJoy on Georgia's 36 percent decrease in its on-time rate since the establishment of the Palmetto facility, WABE Atlanta reported in April.

“We had to move 2,000 people from all these different plants into one location,” DeJoy said at the time, per WABE. “We have strict requirements as to when they move. It’s a big facility that we opened up. We have inbound transportation issues.”

Despite DeJoy surmising it would take 60 days for service improvement, WABE reported Ossoff advised weeks rather than months for improvement.

"And if you don’t fix it, 36 percent on-time delivery, I don’t think you’re fit for this job," Ossoff said, per WABE.

As of mid-June, mail delivery in Georgia was still "critical" though DeJoy has submitted data that shows developments in Georgia, Fox 5 Atlanta reported.
